Vietnam Power Development Summit 2019 : DOE Participates In Keynote Panel

The keynote speech was delivered by Mr. Dang Huy Dong, the former Vice Minister of the Ministry of Planning and Investment (“MPI”) cum Deputy Chairman of the CEC. Specifically addressed were the importance of bankability, importance of clean energy and the shortcomings of the PPP-BOT investment scheme.

Also in attendance were leading industry and government stakeholders, including Ministry of Industry and Trade (“MOIT”), Electricity Vietnam (“EVN”) and the Central Party Committee’s Economic Commission (“CEC”).

The Keynote Panel addressed key issues related to energy infrastructure development. The Key Note Panel titled “the Future landscape of Vietnam power mix and infrastructure development to drive economic growth” included Ian Nguyen, Delta Offshore Energy (“DOE”) Director of Origination. Ian’s key message was that the solution to the strategic energy needs of Vietnam need to be private sector initiated and government endorsed. The Law on Investment will be the base enabling DOE’s project to be approved as the first private sector initiative proof of concept. In doing so DOE will establish the precedent for future energy infrastructure investments.

Also appearing on the panel were the former MPI Vice Minister cum CEC Deputy Chairman, the World Bank, KPMG, Wood Mackenzie, project developer Aboitiz and law firm VILAF. The CEC is a politically powerful body responsible for preparing Vietnam’s energy strategy for 2020 - 2030 with vision to 2050 and establish the Party line principles that are to be the basis for the National Power Development Master Plans. In the spirit of transparency and its multi-stakeholder approach, DOE will continue to foster a collaborative relationship with the CEC as well as all Vietnamese stakeholders in both central and local government agencies.
